The Dowlin Block in 1972 was set to undergo construction under new owner, Richard Scarafoni, That would take out a portion of the back and make way for parking; the plan never went through. The Dowlin Block had SEARS and many other businesses and stores that were on the lower levels. This made the Dowlin block an increasingly popular spot for people in the city.
